How to choose an ESF operator with labeling support?

Operators are information intermediaries that have the status of a legal entity and permission to engage in the circulation and storage of electronic invoices (ESF). All operators comply with the requirements established by the Resolution of the Cabinet of Ministers dated June 25, 2019 No. 522

In addition, there is the concept of a roaming operator — a legal entity that provides centralized storage, data transfer between operators, and accounting of ESF. 

For users to connect and use the ESF system, the following are required:

  • A desktop computer, laptop, or tablet with minimum technical specifications;

  • Electronic digital signature;

  • Internet access;

  • Basic user skills.

How to choose an operator

More than 20 different operators work in the electronic document management service market in Uzbekistan. They provide the same services but under different conditions. The main criteria for choosing an operator are:

  • The ability to issue ESF for labeled goods.

  • Features of the platform itself: website, standalone program, or mobile application.

  • Cost. Having several packages is an advantage, allowing you to choose the optimal tariff depending on document flow.

  • Integration capabilities with the NIS "Asl Belgisi", 1C, CRM, and other services. Working within one program with integrated services is easier than using several different applications.

  • Authorization options: password or EDS. It is more convenient to use login and password access, as you can allow an employee to view documents without the right to sign with EDS. 

  • Granting employee permissions within the ESF system.

  • Group document signing.

  • Additional options, for example, the ability to export electronic documents or attach documents created in other formats.

Which operators are available

In 2024, the Tax Committee updated the list of electronic document management operators, and by 2025 it already includes 27 companies.

The list does not include specialized services such as EDO for Paynet agents and Invoice.uzasbo.uz, intended for budget organizations. Also excluded are operators whose websites are unavailable or malfunctioning, or provide limited information.

There is one roaming operator — E-Faktura. The exchange of electronic invoices is free of charge.
