❓ Is it allowed for a legal entity to import goods into the territory of the Republic of Uzbekistan for its own needs without digital labeling?

The list of goods that do not require labeling is specified in the Resolution of the Cabinet of Ministers No. 833 dated 31.12.2020 in Appendix No. 1. Among them are the following types of goods:

  • Samples and specimens of goods intended for testing to assess compliance with quality and provided documentation; 

  • Goods imported into the territory of the Republic of Uzbekistan by organizers and participants of international exhibitions and fairs as samples and exhibits, advertising, marketing samples;

  • Goods under customs control;

  • Goods that, according to the legislation of the Republic of Uzbekistan, are foreign gratuitous (humanitarian) and international technical assistance;

  • Goods when sold in duty-free shops;

  • Goods not ready for sale when stored by the producers of these goods;

  • Goods seized, arrested, confiscated, turned over to the income of the Republic of Uzbekistan by other means, collected in account of unfulfilled obligations, as well as goods subject to destruction;

  • Goods imported by individuals into the territory of the Republic of Uzbekistan within the limits established by the legislation on the import of goods exempt from customs duties;

  • Goods intended for official use by diplomatic missions, consular offices, international, interstate and intergovernmental organizations, their representations, as well as state representations to them;

  • Goods intended for export from the territory of the Republic of Uzbekistan;

  • Samples of goods intended for testing and trial;

  • Goods imported into the territory of the Republic of Uzbekistan by participants in the circulation of goods, if the participant acts under a commission (agency) agreement on behalf of a foreign manufacturer to fulfill sponsorship agreements between the foreign manufacturer and legal or physical persons, and not intended for sale.

Accordingly, according to the labeling rules, the import of goods for own needs is not included in the list of "Exceptions," therefore such goods must be labeled on a general basis.
