The start of mandatory aggregation for the first group of water and soft drinks is approved for November 1, 2024, in accordance with Cabinet of Ministers Resolution No. 631 dated November 1, 2022 (as amended by No. 269 dated June 30, 2023).
What are the aggregation requirements?
The regulation on the specifics of labeling water and beverages, approved as appendix 5 to the Cabinet of Ministers Resolution No. 631 dated November 1, 2022, establishes that manufacturers and importers must aggregate labeled products: individual packages into group packages, group packages into transport packages (paragraph 26 of the mentioned Regulation). That is, aggregation is performed up to the pallet level.
Which code is used for group (block) packaging and which for transport (pallet) packaging?
Procedure for working with group packaging:
Obtain a GTIN for the group packaging if none exists, through the GS1 Uzbekistan association
Register the GTIN of the group packaging in xTrace: Product Descriptions
Order a marking code based on the GTIN via xTrace: Code Ordering
Submit a report of application in the "ASL BELGISI" system xTrace: Marking Application
Submit an aggregation report xTrace: Marking Aggregation

The service fee for issuing and tracking marking codes is approved by Cabinet of Ministers Resolution No. 833 dated December 31, 2020, and amounts to 68 soms per marking code, excluding VAT (paragraph 3 of the mentioned resolution).
The labeling rules, approved as appendix 1 to Cabinet of Ministers Resolution No. 833 dated December 31, 2020, establish that marking codes are used to form digital identification means (DataMatrix codes) when labeling consumer packages, group packages, as well as sets and kits (paragraph 33 of the specified Rules).
In accordance with the Decree of the President of the Republic of Uzbekistan dated May 23, 2025, No. PP-190, the deadlines for mandatory aggregation and displaying marking codes in electronic invoices (e-invoices) for manufacturers have been updated.

After aggregating block products, it is necessary to:
1. Generate SSCC for the transport packaging through open sources according to GS1 rules.
