AIK - Aggregated Import Code

What is AIK?

The Aggregated Import Code (AIK) is a unique digital code generated by the digital labeling operator for each separate batch of labeled goods for the purposes of customs clearance and customs procedures.

What does AIK look like?

AIK is generated by the AIS "Asl Belgisi" upon the importer's request and represents a unique sequence of characters (25 digits), including three groups of data:

The first data group consists of 14 digits and contains the importer's TIN (for legal entities, in this case it is padded with leading zeros up to 14 digits) or the importer's PINFL (for individual entrepreneurs);

The second data group consists of 6 digits and is the date of AIK generation by the operator (in the format DDMMYY);

The third data group consists of 5 digits (a number) that are automatically generated by the operator in an arbitrary (usually sequential) order to ensure the uniqueness of the aggregated import code.

Example: 0000030779729213102200004, where:
      -  307797292 – Importer's TIN who received the AIK;
      -  121022 – AIK generation date – October 12, 2022;
      -  4 – AIK sequential number.

Who can obtain AIK?

The Aggregated Import Code is generated upon the importer's request, i.e., a legal entity or individual entrepreneur importing labeled goods into the customs territory of the Republic of Uzbekistan.

How to get AIK?

To obtain AIK, the importer must complete the following steps:

Step 1: The importer registers in the AIS "Asl Belgisi";
Step 2: The importer enters information about the labeled goods into the Labeled Goods Registry of the AIS "Asl Belgisi" system (for the product group Pharmaceuticals, this "Step" is performed by the Manufacturer/Registration Holder);
Step 3: The importer performs labeling of goods, including ordering the necessary number of labeling codes and applying them to the packaging of the imported goods (if necessary, performs aggregation of goods into group and/or transport packaging) (for the product group Pharmaceuticals, this "Step" is performed by the Manufacturer/Registration Holder);
Step 4: The importer identifies specific packages of goods that will be presented for customs clearance and generates a file in *.xls format containing a list of labeling codes of such packages (if aggregation was performed, codes of group and/or transport packaging are indicated);
Step 5: The importer submits an application for AIK generation in the personal account of the AIS "ASL BELGISI"; the procedure is carried out before placing labeled goods under the customs regime "Free Circulation (import)" - IM 40;
Step 6: When completing the customs declaration for the customs regime "Free Circulation (import)", the importer indicates the received AIK in item 6 of column 31 of the customs declaration;
Step 7: After the customs declaration is processed, the customs information system automatically sends information about the release of goods into free circulation to the AIS "Asl Belgisi". The labeling codes included in the AIK automatically receive the status "Released into circulation" (for the product group Pharmaceuticals, ownership of labeling codes changes from Manufacturer to Importer).

How to correctly fill in AIK in the customs declaration?

When completing the customs declaration for IM-40 regarding labeled goods, the following rules must be followed:

  • AIK is reflected in the cargo customs declaration (CCD) in column 31, item 6;

  • only one AIK must be indicated per type (name) of goods (if several AIKs have been generated for the goods, they must be disaggregated and a new AIK obtained for the entire batch of goods presented for customs clearance);

  • AIK can only be used once (after goods release, AIK is disaggregated).

Only one AIK must be indicated per item in column 31, item 6 (one product = one AIK)!
Using multiple AIKs for one product in a single cargo customs declaration is not allowed!

What else should you know about AIK?

  • AIK is generated separately for each type of goods (goods of the same name, type, and brand classified under one ten-digit code according to the HS code, originating from one country or from the territory of one economic union (if the specific country of origin cannot be determined), or whose country of origin is unknown, to which the same customs tariff regulation, prohibitions, and restrictions apply) ;

  • for AIK generation, consumer (CI), group (CIGU), and/or transport (CITU) packaging codes may be included, which meet the following requirements:   - obtained for one type of goods and have identical GTIN of consumer packaging;   - have the status "Applied";   - have the emission type "Import";   - belong to the UOT forming the AIK (except for the product group Pharmaceuticals);  - are not nested in another AIK.

  • AIK can be formed from labeling codes with different production dates, expiration dates, and production batch numbers;

  • AIK can contain one or several consumer and/or group and/or transport packaging codes;

  • AIK is not applied to the goods, packaging, and/or transport vehicle;

  • AIK code generation is performed in the AIS "Asl Belgisi" free of charge;

  • information about AIK formation/disaggregation is automatically transmitted to the customs authorities' information system;

  • the customs authority, to make a decision on the release of goods into free circulation, checks the AIK information received from the AIS "Asl Belgisi" operator;

  • when verifying AIK, the customs authority checks the authenticity of the AIK code, as well as the compliance of the declared goods information with the data registered in the AIS "Asl Belgisi" during AIK formation;

  • after deciding to release the goods into free circulation, the customs authority records the fact of AIK usage, which makes it impossible to alter and/or reuse it for customs clearance purposes.

Restrictions

Participants in circulation should consider the following:

  1. AIK can only be indicated in the customs declaration; indication in other documents (ESF, receipts, direct submission documents) is not allowed.

  2. AIK cannot change the owner, HS code, and GTIN registered at the time of formation.

  3. AIK cannot be empty.

  4. AIK disaggregation is possible only in the following cases:     -  successful processing of the AIK disaggregation document submitted by the importer;     - receiving a negative response from the GTK during AIK registration (formation);     - receiving information from the GTK about the release of a customs declaration containing AIK.

  5. Labeling codes included in AIK are blocked until their release by customs authorities and should not be reflected in primary documents (ESF, receipts, etc.).
