Regulatory Legal Act: Decree of the Cabinet of Ministers of the Republic of Uzbekistan “On Approval of the Regulation on the Procedure for Issuing Electronic Digital Signatures through the Consular Institutions of the Republic of Uzbekistan Abroad”

Decree of the Cabinet of Ministers No. 413 dated July 29, 2022

In accordance with the Decree of the President of the Republic of Uzbekistan dated July 24, 2021 No. PF-6269 “On Measures to Improve the Infrastructure of Public Services and Expand Citizens’ Access to Public Services”, including for citizens of the Republic of Uzbekistan abroad, foreign individuals and legal entities, as well as stateless persons, in order to provide open access to all public services using an electronic digital key, the Cabinet of Ministers decrees:

1. To approve the Regulation on the procedure for issuing electronic digital signature keys through the consular institutions of the Republic of Uzbekistan abroad, in accordance with the appendix:

the procedure for applying to consular sections and consular institutions of the diplomatic missions of the Republic of Uzbekistan abroad to obtain an electronic digital signature key certificate for citizens of the Republic of Uzbekistan abroad, as well as for foreign individuals and legal entities, and stateless persons;

the procedure for issuing electronic signature key certificates by consular sections and consular institutions of the diplomatic missions of the Republic of Uzbekistan to citizens of the Republic of Uzbekistan abroad, as well as for foreign individuals and legal entities, and stateless persons;

- the validity period of the electronic digital signature key certificate.

2. For the purpose of issuing electronic digital signature key certificates by the consular institutions and diplomatic missions of the Republic of Uzbekistan to citizens of the Republic of Uzbekistan abroad, as well as to foreign individuals and legal entities, and stateless persons, the Ministry of Foreign Affairs of the Republic of Uzbekistan and the State Tax Committee of the Republic of Uzbekistan shall establish an electronic information exchange system.

3. The Ministry of Foreign Affairs of the Republic of Uzbekistan, together with the relevant ministries and agencies, shall bring their adopted regulatory legal documents into compliance with this decree.

4. Control over the implementation of this decree is entrusted to the Advisor to the Prime Minister of the Republic of Uzbekistan – Head of the Department for the Development of Information Technologies, Telecommunications, and Scientific Activities, Minister of Development of Information Technologies and Communications of the Republic of Uzbekistan Sh.Kh. Shermatov, as well as to the Acting Minister of Foreign Affairs V.I. Norov.
