Digital signature is an alternative to physical signature. It certifies that the signature belongs to a particular entity or individual. Digital signatures are generated by converting cryptographic data with the help of a certified private/public key.
Application of digital signatures is regulated by Law of the Republic of Uzbekistan No. 562-II dated 11.12.2003 On Digital Signature.

Why to use digital signatures
Obtaining a digital signature is a prerequisite for using Asl Belgisi. It is used to:
- Sign up with the labeling system;
- Exchange electronic invoices;
- Make changes to the User Account and add commodity groups or other data.
A digital signature on an electronic document is equivalent to a handwritten signature in hard copy, subject to the following requirements:
- The authenticity of the digital signature is certified;
- The key certificate is valid at the time when the authenticity of the digital signature is being certified or at the time of signing the electronic document, provided that there is evidence recording the time of signing;
- The digital signature is used for the purposes specified in the key certificate.
What are digital signature requirements
First of all, the digital signature should be issued for the legal entity, because the creation and exchange of an electronic invoice does not provide for the use of a personal digital signature, which is used for registration with public authorities of Uzbekistan. In accordance with Digital Signature Law (No. 562-II dated 11.12.2003), a key certificate must contain:
- surname, name and patronymic of an individual who is the owner of the private key;
- name of the legal entity, if the owner of the private key is an authorized representative of such legal entity;
- number and validity period;
- public key of the digital signature;
- name of the digital signature software/devices enabling the use of the public key;
- name and location of the registration authority that has issued the certificate;
- information about the purposes of using the digital signature;
- email of the register of key certificates.
Why you cannot sign up using your personal digital signature
In accordance with Article 13 of the Digital Signature Law of the Republic of Uzbekistan (No. 562-II dated 11.12.2003):
“A key certificate must contain:
- surname, name and patronymic of an individual who is the owner of the private key;
- name of the legal entity, if the owner of the private key is an authorized representative of such legal entity.”
This means that the authorized representative of the legal entity will be identified by the digital signature only if the digital signature certificate bears the name of the legal entity.
You will not be able to sign up with Asl Belgisi with your personal digital signature, because the operator of the labeling system has neither technical, nor legal access to personal and tax data of an individual and has no information about which legal entity he/she runs as CEO.
Are foreign companies required to obtain digital signatures to sign up with Asl Belgisi
Yes, foreign companies are required to obtain digital signatures to sign up with Asl Belgisi, since foreign encryption software is not used within this system.
In accordance with Executive Order of the President of the Republic of Uzbekistan No. UP-6269 dated 24.07.2021 On Measures to Improve the Infrastructure of Public Services and Expand Access of People to Public Services, access to electronic public services, starting from December 1, 2021, is provided to the degree that diplomatic missions and consulates of the Republic of Uzbekistan issue certificates of digital signatures for foreign legal entities.
Where to obtain a digital signature
A certificate of digital signature can be obtained:
- Personally, in a public services center (the list of public services centers is available on the website of the Agency for Public Services);
- Online, on the website of the Certification Center (detailed guides are available on the website of the Certification Center).
If you have had a digital signature issued for the legal entity, you can use it.
How to use the digital signature
The digital signature may only be used through the E-IMZO certificate. E-Imzo software for using digital signatures and the related installation and configuration manual can be downloaded via the website of the Certification Center.
To install the E-IMZO module:
- Download the E-IMZO module;
- Install the module with the rights of the administrator;
- Perform the installation as described in the opening window.
