Aggregated Import Code - General Description:
The Aggregated Import Code (hereinafter - AIC) is required for the purposes of customs clearance of goods and customs procedures.
To obtain and use the AIC the following steps are required:
Step 1: the importer registers in the "Asl Belgisi" system;
Step 2: the importer enters the information about the goods into the Markable Goods Catalogue of the "Asl Belgisi" system;
Step 3: the importer accomplishes the marking of the goods, including ordering the necessary number of marking codes and putting them to the package of the imported goods (if necessary the aggregation of goods in the group package and/or transport package);
Step 4: the importer determines the specific packages of the goods which will be subject to customs clearance and generates a file in *.xls format, which contains a list of marking codes for such packages (if the aggregation procedure is performed, the codes of group and/or transport packages are indicated);
Step 5: the importer in the personal office of NIS "ASL BELGISI" submits a request for formation of AIC, the procedure is performed before the marked goods are placed under the "free circulation (import)" customs regime - IM 40;
Step 6: During the clearance of the Customs Cargo Declaration the importer indicates the received AIC in paragraph 6 of Box 31 of the Customs Cargo Declaration;
Step 7: After the Customs Cargo Declaration is processed, the State Customs Committee automatically transmits the data on the release of goods into free circulation to the NIS "Asl Belgisi".
What does AIC look like:
AIC is generated by NIS "Asl Belgisi" at the request of the importer, and is a unique sequence of characters (25 digits), including 3 groups of data:
- the first group of data consists of 14 digits and contains the TIN of the importer (for legal entities, in this case it is supplemented with preceding zeros to 14 digits) or the PIN of the importer (for individual entrepreneurs);
- the second group of data shall consist of 6 digits and shall be the date of formation by the operator of the aggregated import code (in the DDMMYY format);
- the third group of data consists of 5 digits (numbers) which are generated automatically by the operator in a random (usually sequential) order of assignment and ensure the uniqueness of the aggregated import code.

Here:
- 307797292 – TIN of the importer that received the AIC code;
- 1210222 – the date of AIC code generation is October 12, 2022;
- 4 – the sequential number of the AIC code.
Rules for the formation of the AIC:
- AIC code is obtained separately for each type of declared goods (as one goods are declared goods of the same name, type and brand, classified by one ten-digit code in accordance with the HS, originating from one country or from one economic union (if the definition of a particular country of origin is impossible), or country of origin of which is unknown, to which the same conditions of customs and tariff regulation, prohibitions and restrictions apply);
- The AIC code is not applied to the product (its packaging) or the vehicle;
- AIC may include consumer (IC), group (GPIC) and transport (TPIC) packaging codes that meet the following requirements:
- relate to and contain goods with the same GTIN of the consumer package;
- are in the "applied" status;
- belong to the PTG (Participant of the Turnover of Goods) that forms the AIC;
- are not enclosed in another AIC (including if the code is nested in a parent that is already aggregated in another AIC). - the AIC code may contain several or only one consumer/group/transport code;
- generation of AIC codes is performed at NIS "Asl Belgisi" free of charge;
- information on the formation / disbandment of the AIC is transmitted by the NIS operator "Asl Belgisi" to the SCC Information System;
- AIC code is indicated by the importer in the cargo customs declaration (CCD) when clearing goods for the customs regime "free circulation (import)" - IM 40 in Box 31 under number 6;
- in order to make a decision on the release of goods into free circulation, the customs authority automatically verifies the information on the AIC received from the NIS "Asl Belgisi" operator;
- when checking the AIC code, the customs authority checks the authenticity of the AIC code, as well as the compliance of the information about the declared goods with the information registered in NIS "Asl Belgisi" when forming the AIC;
- after the decision to release goods into free circulation, the customs authority records the fact of using the AIC code, which makes it impossible to change it and (or) reuse it for the purposes of customs clearance of goods.
Restrictions:
1. AIC can only be listed on the CCD, listing in other documents (EI, checks, direct filing documents) is not allowed.
2. AIC cannot change the owner, HS and GTIN registered during formation.
3. AIC cannot be empty.
4. AIC can be disbanded only in the following cases:
- successful processing of the AIC disbandment document, which was submitted by the importer;
- a negative answer from the State Customs Committee on the registration (formation) of the AIC;
- receipt of information from the State Customs Committee on the issue of the Customs Cargo Declaration containing AIC.
