According to the Decree of the Cabinet of Ministers No. 737 dated November 20, 2020 “On the Introduction of a System of Mandatory Digital Labeling of Certain Types of Goods”, a list of goods has been approved for which the requirement for mandatory digital labeling by means of identification is introduced in 2021–2022 (see Appendix No. 1)
The rules and deadlines for the implementation of digital labeling of alcoholic and beer products are defined by the Decree of the Cabinet of Ministers No. 833 dated December 31, 2020 “On Measures to Ensure the Phased Implementation of the System of Mandatory Digital Labeling of Certain Types of Goods”.
Appendix 4 provides a list of types of alcoholic products subject to mandatory digital labeling:
- alcoholic beverages;
- wine and wine products;
- beer and brewing products.
- Alcoholic products in metal containers, including aluminum containers
The classification of alcoholic products and the codes of the Commodity Nomenclature of Foreign Economic Activity (HS code) are determined in accordance with regulatory documents in the field of technical regulation:

Alcoholic beverages, wine and wine products:
- from January 1, 2021 only labeled products must be produced and imported;
- from July 1, 2021 manufacturers ship only labeled products to the wholesale sector;
- from October 1, 2021 distributors ship only labeled products to the retail sector;
- from January 1, 2022 the sale of unlabeled products is prohibited throughout the territory of the Republic of Uzbekistan.
Beer and brewing products in metal containers, including aluminum containers:
- from April 1, 2021 only labeled products must be produced and imported;
- from October 1, 2021 manufacturers ship only labeled products to the wholesale sector;
- from January 1, 2022 distributors ship only labeled products to the retail sector;
- from April 1, 2022 the sale of unlabeled products is prohibited throughout the territory of the Republic of Uzbekistan.
Alcoholic products in metal containers, including aluminum containers:
- from December 1, 2021 only labeled products must be produced and imported;
- from June 1, 2022 manufacturers ship only labeled products to the wholesale sector;
- from September 1, 2022 distributors ship only labeled products to the retail sector;
- from December 1, 2022 the sale of unlabeled products is prohibited throughout the territory of the Republic of Uzbekistan.
Manufacturers and importers submit information to the labeling information system regarding all circulation actions:
- from January 1, 2022 for alcoholic beverages, wine and wine products;
- from April 1, 2022 for beer and brewing products;
- from December 1, 2022 for alcoholic products in metal, including aluminum containers.
Wholesale organizations submit information to the labeling information system regarding all circulation actions:
- from January 1, 2022 for alcoholic beverages, wine and wine products;
- from April 1, 2022 for beer and brewing products;
- from December 1, 2022 for alcoholic products in metal, including aluminum containers.
Participants in circulation engaged in retail sales submit information to the labeling information system regarding retail sales:
- from January 1, 2022 for alcoholic beverages, wine and wine products;
- from April 1, 2022 for beer and brewing products;
- from December 1, 2022 for alcoholic products in metal, including aluminum containers.
