Contracts, Personal Accounts, Charges

This article provides information on the procedure for entering into a contract with the Digital Labeling Operator, as well as working with the “Settlements” section in the Personal Account:

Entering into a contract with the Operator

1. Public offer for access to the “ASL BELGISI” NIS

The Public Offer (Contract) for Access to the “ASL BELGISI” NIS Information Service applies to all participants in the circulation of goods.

  • The subject of this contract is granting the participant in the circulation of goods access to the Personal Account and information interaction services with the “ASL BELGISI” NIS.

  • Additional signing of the contract is not required. The “ASL BELGISI” NIS services are used under the terms of the Public Offer.

2. Contract for the provision of labeling code services

Participants in the circulation of goods that are labeling code issuers (manufacturers or importers that label goods) must additionally enter into a contract for the provision of services for providing labeling codes to participants in the circulation of goods subject to mandatory labeling using digital identification tools.

  • Under this contract, the Operator enables the issuer to order and receive labeling codes for labeled products.

  • To start working with labeling codes, the participant in the circulation of goods must sign the contract.

    ❗ Without a valid contract for the provision of labeling code services, ordering and receiving labeling codes is not possible.

Procedure for entering into a contract for the provision of labeling code services

To enter into the contract, the participant in the circulation of goods must contact the Operator through one of the following communication channels:

📨 Email: support@crpt-turon.uz

📱 Telegram bot: @aslbelgisiuz_bot

✅ After receiving the request, the Operator sends the contract to the Didox electronic document management system for signing by the participant in the circulation of goods. In addition, notification that the contract has been sent is provided through the communication channel used to submit the request.

✅ The participant in the circulation of goods signs the contract using the organization’s electronic digital signature (EDS) in the Didox system and notifies the Operator that the contract has been signed.

✅ After checking the signed contract, the Operator creates a personal account and registers the contract in the Personal Account of the “ASL BELGISI” NIS in the “Settlements” section.

✅ After the contract is registered, the issuer can begin replenishing the personal account. The payment procedure is described in the article “Paying for an order of labeling codes.”

Working in the “Settlements” section of the Personal Account

To work with the section, the user must have the active “Observer of the register of charges and payments” role.

Possible contract statuses:

  • Valid. The participant in the circulation of goods can order labeling codes.

  • Suspended. The Operator has temporarily restricted the participant’s ability to order codes.

  • Invalid. The contract has expired or has been terminated.

When registering the contract in the system, the Operator specifies the payment method for the services, and a personal account is automatically created for the participant in the circulation of goods for the selected product groups.

If there are insufficient funds in the personal account, codes will not be issued to the participant, or the application of codes will not be registered, depending on the payment timing specified in the product group settings.

Payments

Payment is the transaction of crediting funds to the personal account of a participant in the circulation of goods in the “ASL BELGISI” NIS.

To view the list of payments and refunds, as well as information about them:

  1. Open the “Settlements” section.

  2. Go to the “Payments” subsection. The Payment Details page contains a summary table of payments.

Charges

Charges are fees for transactions involving labeling codes performed by a participant in the circulation of goods.

The charged amount is automatically debited from the participant’s personal account if there is a sufficient balance of funds.

To view charges:

  1. Open the Settlements → Charges section. The Charges page has two tabs:

    Confirmed — displays all charges with the status Confirmed, Partially confirmed, or Canceled;

    In progress — displays all charges with the status In progress.

  2. Click filter.png to filter charges by the required criteria.

  3. Specify the required filter parameters and click the “Apply” button. The screen displays a list of charges that match the specified search criteria.

  4. To view detailed information, click the ID of the required charge. The system opens the charge record with its parameters and details in a new tab.

Charges can have the following statuses:

  • Confirmed — the charge has been confirmed;

  • Partially confirmed — some codes were not processed or were not confirmed;

  • Canceled — the charge has been canceled;

  • In progress — the charge is being processed.

The “ID of the transaction that initiated the debit” value can be used to determine the ID of the document/transaction on the basis of which the system debited funds from the personal account.

Depending on the product group and charge period, you can identify the document that initiated the debit.

For example:

  • for beer products — search for the specified ID among the “Applying labeling codes” transactions;

  • for other product groups — search for the labeling code package (batch) ID among the packages received as part of a labeling code order.

This makes it possible to identify the specific transaction for which the funds were debited.

Personal account

The Operator creates a personal account when registering the participant’s contract. A participant may have several personal accounts. A single personal account may contain charges for one or several of the participant’s product groups.

To view a personal account:

  1. Open the Settlements → Personal accounts section. A list of accounts opens.

  2. Click an account to view information about it.

The form contains the following data:
