How should a cash register operate with marked goods?

In accordance with the Resolution of the Cabinet of Ministers dated December 31, 2020 No. 833, in the NIS “Asl Belgisi” an online cash register (online CCRM) must include the marking code of the sold product in the receipt during a sale and send it to the OFD.

Since only electronic fiscal documents (receipts) containing a non-empty value of the “label” field are transmitted to the NIS “Asl Belgisi”, when working with marked goods it is necessary to configure the online cash register for the relevant operations.

What should an online CCRM reflect in the receipt when selling a marked product?

Each online CCRM issues different receipt samples indicating the sale of a marked product.

As part of the electronic fiscal document (receipt) transmitted to the OFD information system, two attributes must be present:

  • “Barcode”, which contains the barcode of the sold product (that is, GTIN);
  • “Label”, which contains the marking code of each sold unit of the product (that is, Data Matrix).

What the “Label” field looks like

The “Label” field is mandatory when selling goods with digital marking. 

Several requirements apply to its formatting:

  • The “Label” field must be presented as a text string whose length must not exceed 63 characters (if the identification code includes special (control) characters, they must be escaped);
  • The “Label” field should not include the entire marking code, but only part of it (the product code and the serial number);
  • For the “Label” field to be filled in correctly, the product must be scanned and sold piece by piece, since the code of each product is unique.

When selling goods without digital marking, this field is not filled in and must remain empty.

How the “Label” field is filled

The “Label” field is filled at the online CCRM level according to the following rules:

  • If, when recognizing the marking code, the length of the read data sequence is equal to 29 characters and does not contain GS1 DATAMATRIX application identifiers (AI) (ASCII 29 and ASCII 232 characters), then only the first 21 characters are entered in the “Label” field.
  • If, when recognizing the marking code, the read data sequence contains GS1 DATAMATRIX application identifiers (AI) (ASCII 29 and ASCII 232 characters), then the characters of groups “01” (product code) and “21” (serial number) are sequentially entered in the “Label” field.

These groups are always located at the beginning of the marking code and always end with a separator character.

If, when recognizing the marking code, it was not possible to correctly form the “Label” field, then all read characters are transmitted to it (if there are fewer than 63 characters) or the first 63 characters (if there are 63 or more characters).

Such a receipt will be sent to the NIS “Asl Belgisi” and will be available to the participant of the goods circulation in the personal account, however its processing will be performed with an error and the withdrawal from circulation of the corresponding product will not be carried out.

Additional options of the Online CCRM when working with marking

When configuring cash register equipment, we recommend considering the possibility of installing additional options that will facilitate work with marked goods. Below are examples of several functions that may be useful in your work:

  • Function for controlling duplication of marking codes

Due to the fact that the marking code on each unit of goods is unique, each code must be scanned separately. However, sellers, in an attempt to save time, may scan the same code several times instead of scanning each package of marked goods.

As a result, the NIS “Asl Belgisi” will record the fact of repeated sale of the marking code, which is a violation, and information about such an event will be transferred to the state control authorities to clarify the situation.

  • Function of retail sale of goods in transport packaging

Wholesale and retail enterprises are able to sell goods in group/transport packaging; therefore, for selling a large quantity of goods subject to marking, it will be more practical to enable the function of selling group/transport packaging (please note that the transport packaging code is applied in GS1-128 format).
