In order to improve the tax system for reducing shadow turnover in the economy, the country is implementing comprehensive measures to improve the tax policy. Executive order of the President of the Republic of Uzbekistan No. PP-4389 dated 10.11.2019 endorsed the Government Program for Implementing the Tax Administration Betterment Strategy. In accordance with these goals, Executive Order of the President of the Republic of Uzbekistan No. PP-4699 dated 28.04.2020 determined the steps to further develop the digital economy and the electronic government.
One of the key steps is Resolution of the Cabinet of the Republic of Uzbekistan No. 944 dated 23.11.2019 outlining solutions to prevent illegal imports of certain goods, enhance the mechanisms for their production, sale and accounting and improve the collection of taxes and other mandatory charges.
Resolution of the Cabinet of Ministers No. 737 dated 21.11.2020 endorses:
- the list of commodities subject to mandatory digital labeling;
- deadlines for introducing the digital labeling system;
- objectives of the digital labeling system;
- targets of the digital labeling system operator;
- powers of the Government Tax Committee as a coordinator of the digital labeling system.
Resolution of the Cabinet of Ministers No. 833 dated 31.12.2020 endorses:
- digital labeling regulations;
- Regulation on the Digital Labeling Information System;
- features of digital labeling for tobacco products;
- features of digital labeling for alcohol products.
With regard to each type of products, it sets out the timeframes for the transition to mandatory digital labeling and its traceability:
- the start date of digital labeling by manufacturers and importers;
- the start date of electronic traceability of goods with digital labels in the system of electronic invoices;
- the start date of recorded retail sales of goods with digital labels through online cash registers;
- the timeframes for selling products without digital labels.
Earlier Resolutions of the Cabinet No. 324 dated 12.12.2011 and No. 944 dated 23.11.2019 are no longer in force in accordance with Resolution of the Cabinet of the Republic of Uzbekistan No. 833 dated 31.12.2020.
