Starting from March 1, 2025, Uzbekistan launches a project for the voluntary labeling of biologically active additives (BAAs). This is an important step in the development of the pharmaceutical and nutraceutical markets of the country, aimed at combating smuggling, counterfeit products, and protecting consumers. Participation of manufacturers, importers, and other business entities will be voluntary, and the service for providing and tracking labeling codes for this category of goods during the voluntary labeling period will be carried out free of charge.
One of the first participants in the project for the voluntary labeling of biologically active additives is STM Holding, which expressed its readiness to implement digital labeling on its products. A company representative is confident in the quality of their goods and supports the initiative aimed at creating a transparent BAA market in the country.
According to expert estimates, the majority of biologically active additives sold in the Republic of Uzbekistan are in illegal circulation. The lack of effective control mechanisms over the import and sale of this category of products poses significant risks to consumer health and leads to substantial economic losses for the state. One of the main reasons for the current situation is the high level of customs duties,
which makes officially imported BAAs less competitive compared to illegal products. As a result, the market is dominated by counterfeit and unregistered goods that do not meet national standards and technical regulations.
According to the Presidential Decree of the Republic of Uzbekistan No. UP-13 dated January 28, 2025,
"On Additional Measures for the Accelerated Development of the Pharmaceutical Industry," a number of measures are provided to regulate and expand state supervision over the production and circulation of biologically active additives. This category of goods is often advertised and sold to the population as an equivalent alternative to medicines, although no conformity assessment regarding the effectiveness and safety of their regular use is conducted. This mechanism will ensure the transparency of BAA circulation, strengthen control over their import, sale, and use, and minimize the spread of counterfeit products.
The implementation of the digital labeling system is aimed at achieving the following goals:
- Ensuring consumer protection from uncertified, counterfeit, and potentially dangerous BAAs through control of product origin and quality.
- Creating a unified transparent system for accounting and controlling the processes of import, storage, circulation, and sale of BAAs in Uzbekistan.
- Reducing the share of the illegal market, which will contribute to increasing tax revenues and ensuring fair competition among market participants.
- Increasing trust in official manufacturers and importers, creating favorable conditions for international suppliers, and developing a transparent market for biologically active additives.
The introduction of digital labeling for BAAs in Uzbekistan is a new stage in market development,
aimed at protecting consumers and honest manufacturers.
